Fees are political too

A schedule of fees is not simply a technical price list. It affects cost recovery, social fairness, incentives and comparisons with other municipalities. pluma therefore separates the technical basis from the political decision: costs and options are first made transparent, after which the municipality consciously chooses the level it wants.
